Two properties, identical symptom — the AC runs but the room won't cool. The likely causes have almost nothing in common, because the systems underneath are fundamentally different.
If you're in a tower apartment
You almost certainly have a fan coil unit fed with chilled water from a district cooling plant. There's no refrigerant in your apartment and no compressor. So the entire category of "needs a gas top-up" does not apply, whatever anyone tells you.
What does go wrong:
- Clogged Y-strainer. Debris restricts chilled water flow. Very common, easily cleared, frequently missed.
- Seized control valve or failed actuator. The valve won't open fully, so the coil never gets enough cold water. The fan runs, the room stays warm.
- Fouled water coil. Reduces heat transfer exactly like a dirty refrigerant coil does.
- Building-side supply temperature. Occasionally the chilled water arriving isn't cold enough — a building issue, not yours.
If a technician quotes you for refrigerant on an FCU, that's a clear signal to get a second opinion.
If you're in a villa
You likely have split units or a ducted system with your own condenser. Refrigerant is involved, so the failure modes are the familiar ones:
- Low refrigerant from a leak. Gradual decline over weeks, sometimes icing on the pipework.
- Fouled condenser coil. The outdoor unit can't reject heat, especially punishing in peak summer.
- Duct losses. On ducted systems, cooled air escaping into the ceiling void through failed joints or missing insulation.
- Capacity spread too thin. Villas often have more rooms than the system was sized for after later alterations.
The diagnostic shortcut
Look outside. If there's a condenser unit serving your property, you have a refrigerant system. If there isn't, and your building bills you separately for cooling, you have an FCU. That one observation eliminates half the possible causes before anyone arrives.
