Why it matters
VOCs are carbon-based chemicals that evaporate at room temperature, released by paints, adhesives, sealants, MDF and particleboard, cleaning products, printers and air fresheners. TVOC is the combined total, and it is the fastest way to detect that a fit-out, a redecoration or a cleaning regime has degraded the air.
In Dubai, high indoor temperatures accelerate off-gassing, so a newly furnished villa or office releases VOCs faster and for longer than the same materials would in a cooler climate.
World standards
WHO does not publish a single TVOC guideline. It sets limits for individual compounds instead, because toxicity varies enormously between them. Guideline values exist for benzene, formaldehyde, naphthalene, trichloroethylene and tetrachloroethylene, among others.

UAE standards
- New buildings, before occupancy: 300 µg/m³ over 8 hours
- Existing buildings: 0.6 mg/m³ over 8 hours
- Short-term exposure: 3 ppm. Ceiling threshold value: 5.5 ppm
DM also publishes a practical rating scale in ppb: 0–65 excellent, 65–220 good, 220–660 moderate, 660–2200 poor, above 2200 unacceptable for occupation.
If TVOC fails, DM allows testing the ten individual VOCs in its Table 4 instead. A sampling point that fails TVOC but passes all ten individual compounds is recorded as a pass. That provision often rescues an otherwise failed handover.

Impact on health
Short-term exposure causes eye, nose and throat irritation, headache, nausea and dizziness, and is a common cause of Sick Building Syndrome complaints. Individual VOCs carry their own risks, and benzene in particular is a recognised human carcinogen with no safe exposure threshold.
How to reduce it
- After any fit-out, paint or new furniture, run the HVAC at elevated fresh-air rates for a sustained flush-out before people move back in. DM explicitly recommends delaying occupancy until a flush-out is complete
- Specify low-VOC paints, adhesives and boards at procurement. It costs almost nothing then and cannot be fixed afterwards
- Schedule painting, sealing and deep cleaning for unoccupied hours, with direct exhaust to the outside and the affected zone isolated
- If TVOC stays elevated months after a fit-out, look for a continuous source: stored solvents, a printer room without extract, or plug-in air fresheners
