District Cooling Systems

District Cooling Plant (DCP)

A centralised industrial plant producing chilled water for an entire district, delivered to buildings as a metered utility.

Where you'll find it in the UAE

Serving Downtown Dubai, Dubai Marina, Business Bay, JLT, Al Reem Island and most large UAE master developments. Operated by providers such as Empower, Tabreed and Emicool.

Common faults

  • Not usually the end user's concern: the plant is the provider's responsibility
  • What does affect occupants is the building-side interface, metering accuracy and internal loop performance
  • Complaints about weak cooling are far more often internal FCU, valve or ETS issues than plant supply issues

What servicing involves

We do not operate district plants, but we work extensively on the building side of them: energy transfer stations, internal chilled water loops, FCUs and BTU metering. If your district cooling bill has risen or rooms are not cooling, the fault is almost always inside the building rather than at the plant.

Frequently Asked Questions
